The Owen City Council meeting on September 9, 2025 was relatively short. Under Public Comment, Cindy Cardinal informed the council that the All Class Reunion was being discontinued and had voted to donate any remaining funds to the Bike Trail Project.
Operator licenses were approved for Kaitlin Gadke, Holly Sinette, Isabella Lewallen and Carmeil Parham.
There was no report from Parks & Rec as they hadn’t held a meeting. The plan was for them to meet the following week.
The council was updated on the Nuisance Property. Chief of Police Patrick Fehlman said that the city attorney had asked for new photos and updated information. The attorney is working on it.
Under the Mayor’s Report, Mayor Scott Jalling said that the Centennial Committee would be having a couple more meetings to complete everything. There was a good representation of former Miss Owen’s in the Owen Jr. Fair parade.
Under Other Reports, alderperson Jason Thornton reported that the Fire District would like to have a joint meeting with the city council on Wednesday, September 17. The plan was to have the Fire District’s quarterly meeting at 4:30 p.m. and the joint meeting at 6:00 p.m. The 6:00 p.m. time didn’t work for a couple council members, so Thornton was going to check and see if the meeting times could be flipped.
Under the Treasurer’s Report, alderperson Thornton asked about the PFAS settlement money and what it would be spent on. This question will be put on the next agenda for an answer. Alderperson Pam Jaffke asked about the storage unit that was going to be purchased for city hall.
Before bills were paid, a question was asked and answered about the city attorney’s bill. There have been a lot of court costs. A question was also asked and answered about paying for CDL schooling for public works employee Carter Sapinski. He agreed to work for the city for at least two years if the city paid for his CDL schooling. If he quits before the two years is up, he has to pay the city back.
