Village of Withee approves public works projects

The Withee Village Board held their regular meeting on Monday, May 12, 2025. Under the Payroll Report, new village president Larry Klabon questioned the quality of print on DPW Derek Schad’s timecards. The ribbon will be changed out to see if that helps.
Under Community Input, Mary Rosiejka asked if anything was going to be done about the garbage and junk on the property next door to her. She said that there was garbage in cans that had been there since January as well as junk vehicles. She said this issue has been going on for three years. Officer Jason Scheffler said that photos had been taken at junk properties around the village and warning letters were sent.
Trustee Bill Kroeplin reported that the Library Board had an author scheduled for Withee Days. He said they are still wrapping tootsie rolls for Withee Days. Trustee Nancy Amacher said that she would make a regular report as a representative of Clark County Economic Development. She said there were a lot of agencies that have funds to help businesses.
Rick Denzine was on hand to answer any questions about the new certified survey map for the parcels adjoining the Water Treatment Plant. He said that in addition to the changes that the village had previously discussed, they dedicated 33 feet from the center of the road to public use. Normally this is done when a road is built, but in this case the descriptions were meets and bounds, so the road right-of-way had never been added to the maps. The land on the south side was given to the property owners to square off the properties and better fit what everyone was doing. Clerk Ellen Niemi said that the three property owners and the village would each pay one fourth of the cost of the survey. The property owners will also pay for their deed. Amacher asked a question about the meaning of a cotton gin spike which was referred to in the description. Denzine said they are the actual corner markers for Clark County. The Certificate of Dedication of the CSM and the resolution of approval were both approved.
Under the Police Report, Officer Scheffler said that there had been nothing major recently, but that call numbers are starting to pick up with the nice weather. Klabon asked about them patrolling on Highway 29. Scheffler said that Owen has two small sections and Withee has one small section in their jurisdiction. Clerk Niemi asked if Withee calls could be highlighted in the future.
A joint meeting with the City of Owen was also set. The meeting was requested by Owen and Klabon said they would be discussing patrol time and the garage building.
Under Public Works, the board approved paying up to $8,000 and up to an additional $2,000 for any needed base for repairs to Hixwood Road. The funds will come from money budgeted for streets. The Compliance Maintenance Annual Report and Resolution were approved. A new culvert ordinance was approved with a change to 30 days for a property owner to correct an issue once notified. Klabon asked a question about end walls. Schad said that rock was okay but cinder block is not allowed. Niemi said the village attorney said to add fees to the fee schedule rather than put it in the ordinance. Schad asked for permission to sell the old dump truck. The cost of repairs is more than what it is worth. He was given permission to sell it for what he can get for it. Schad is planning for some crack sealing on Progress Street. The cost is $4,800, of which a portion will come from what was budgeted for crack sealing and the rest from the street budget.
The village received a dividend payment from the League Insurance in the amount of $758.
