Withee Village Board postpones action on new building construction ordinance

The Withee Village Board held their regular meeting on Monday, August 10. The meeting was run by President Pro Tem Randy Shelton in the absence of President Larry Klabon.
A couple of questions were asked before the bills were paid. Dave Fleming is helping cut some of the lawns that were overgrown. The Xcel bill covers electric in a number of areas.
Under Community Input, trustee Bill Kroeplin asked what to do with a house in the village that is falling apart.
For Committee Reports, trustee Nancy Amacher provided an ATV trails map and information from the Regional Business Fund. Kroeplin said the library is still looking for a part-time director.
The zoning change recommended by the Planning Commission was approved. This will allow Forward Bank to build a duplex and a twin home on their lots along First Street.
The board went into closed session for about 15 minutes to discuss the site lease agreement with Country Wireless. In open, the board announced that their attorney will be instructed to deal with the items discussed in closed.
Under Public Works, DPW Derek Schad said he has been doing lead and copper samples, the aerator blower motor is not working and he is trying to figure out why. Amacher asked about a possible tour of the water treatment plant. Schad said they have also been busy spraying weeds. He asked for approval of a bid from American Asphalt of $56,544 for an LRIP (Local Roads Improvement Program) project. He has $16,780 in LRIP funds. He said the project might have to wait until next year, but they might be able to lock in the bid price. The project is to pulverize, grade, and put new asphalt down on North Street. The culvert for the Lions Park is going to cost $5,060 per a quote from Dennis Ovyn Trucking. The Lions will pay for the culvert with the assumption that the village will pay to blacktop it. Amacher said it would be nice to thank the Lions in some way. Both the culvert replacement and the thank you were approved.
The board looked at a draft of the new Building Construction ordinance. They had some questions and it was discussed on how best to get them answered. Schad suggested that he and Clerk Ellen Niemi could sit down with Pat Kilty from Three C’s to get them answered. The board’s comments will be sent to Kilty for a response.
Clerk Niemi will be applying for a $2,000 Election Security Subgrant. She plans to use the money for a new laptop along with help in paying the monthly bill to Yellowstone Computing.
