Gilman board approves new combined mill rate

Gilman, Wisconsin has a new net mill rate, set at $18.158 by the village board at its regular December board meeting. The new mill rate represents a decrease from last year and was arrived at after receiving input from all taxing districts (school, county, CVTC) including a state school credit of $1.483. The state credit brings this year’s net mill rate down from an initial gross mill rate of $19.641 per thousand. The net mill rate for 2026 of $18.158 per thousand was adopted with a motion by Trustee Russell Baker, seconded by Trustee Ericka Motte.
Also adopted in December at Gilman were a fee schedule, handbook updates, and HRA related resolutions.
As for the fee schedule, the new 2026 version does away with the $10 key deposit for the campground and removes the difference between electricity equipped and non-electricity equipped campsites, instead charging a flat rate of $20 per night for campers.
As for the handbook and HRA resolution, they are related, the village passing two resolutions, one for the adoption of a post-employment health care reimbursement plan in the form of a North Shore Bank Health Reimbursement Plan, along with another establishing a deferred compensation plan for employees under Internal Revenue Code 457 and Chapter 40.81 of the Wisconsin State Statutes. The action allows the village to ensure care for its employees into retirement, with health reimbursement plan language added to the village handbook.
As for the near present, election caucuses are coming. With three trustee seats on the ballot in next April’s election, a caucus will be held on Wednesday, January 14 at 5:45 p.m. in the Gilman Village Hall, before the regular meeting. Trustee seats up for election next April are currently held by Cheryl Rosemeyer, Ericka Motte, and Deanna Bornheimer, with trustee candidates chosen at the caucus.
